2006 Annual Report for the Councilor Coordinating Committee

The Councilor Coordinating Committee (C3) consists of all Certified Councilors and Alternate Councilors for 2006. See attached list (Appendix I). Appendix I categorizes the councilors and alternate councilors by term and also lists the 2006 current National committee appointments. Also attached (appendix II) are the current 2007 councilors and alternate councilors

There were two National ACS meetings held this year: one was held in Atlanta, GA Mar 26 - 30, 2006 and the other was held in San Francisco, CA Sept 10 - 14, 2006.

General Information:

In CY 06, the Councilor Coordinating Committee held its second annual meeting on Dec 15, 2006 at Hofstra University. All 2007 Councilors and Alternate Councilors were invited. The purpose of the meeting was to discuss in general terms our strategy for the next two ACS national meetings being held in Chicago, IL on Mar 25- 29, 2007 and Boston MA on Aug 19-23, 2007. Several topics were discussed including: the Councilor Corner on the NY section Web page, the Annual report, MARM 2008 being held at Queensborough CC and Travel reimbursement procedures. The most significant topic discussed was national committee assignments and how we as a NY delegation can achieve benefits for the NY section and its members. All who attended thought that the meeting was extremely beneficial and committed to having it continued on an annual basis.

The “Councilor Corner” link on the NY section web page contains all the important Councilor activities from both ACS national meetings held in CY 06.

Summary of Activities for the Atlanta, GA Meeting:

We had full representation at this meeting. All councilors attended the Atlanta meeting. All councilors attended the District 1 Caucus and Council meetings. The council meeting was held at the Atlanta Hilton hotel. In addition, many of our representatives attended the Local section Officers and Tour Speakers reception held on Tues afternoon. The ACS council dealt with several major issues important to all ACS members. The council voted to set the member dues for 2007 at the fully escalated rate of $132. Each year the council approves member dues as authorized in the bylaws. Many ACS committees and councilor caucuses discussed and/or provide input into three key Society initiatives. The Society’s new vision statement: “Improving people’s lives through the transforming power of chemistry”. The Board-Council Policy Committee Governance Review Task Force which is charged with reviewing the Society’s governance, and Constitution and Bylaws. This task force developed a framework which emphasized five key elements of the Society’s governance. They are: membership, geographical organization, disciplinary organization, governance structure and operations. A Program Review Advisory Group (PRAG) has been established to assist the Committee on Budget and Finance in reviewing all Society programs. Below are the reports given by the councilors based on their activities at the Atlanta meeting:

Dr. Ronald P. D’Amelia reported on his activities on CEPA and his involvement with the Alternate Route to High School Certification Program.

Dr. Neil Jespersen as chair of the Committee on Committees (ConC) reported on the activities of establishing the Ethics committee.

Dr. Yorke Rhodes reported on the activities of the Local Section Activities Committee (LSAC). The major activity of the LSAC at this meeting was the review of annual reports from all local sections.

Dr. Anne O'Brien as District I director held her tenth District I caucus. The agenda included the current council agenda items and any other issues within the region.

Dr. Donald Clarke gave a report on the Nominations and Elections committee. The movement to have national help with electronic voting has gain support in spite of decrease in funds.

Jean Delfiner reported on the Chemical Health and Safety Committee. The committee brought up the need for K-12 safety and working with NCW to update safety guidelines.

Joan Laredo-Liddell reported on her activities on the SOCED committee and the development of High School Chemistry Clubs.

Dr.Hiroko Karan gave a report from the Minority Affairs committee. There are lots of minority awards but few individuals are being nominated for them.

Summary of Activities from the San Francisco CA Meeting:

We had full representation at the San Francisco meeting. Richard Cassetta attended as an alternate councilor for David Rahni. All our representatives attended the District I caucus and Council meetings, both meetings were held in the Hilton hotel. The ACS society’s council met on Wednesday Sept 13th to hear reports on the activities of the society’s committees, and to select candidates for certain committees. As is standard at fall national meetings, the council elected some members to the Committee on Committees, the Council Policy Committee and the Committee on Nominations and Elections for 2007-09. Our own Dr. Neil Jespersen was elected to CONC for another two years. The candidates for President Elect for 2007 were announced. Yorke Rhodes as a petition candidate was on the ballot. The San Francisco meeting had a light agenda. Several noted items were: The 2007 national meeting registration fee will remain the same at $305. Below are the reports given by the councilors on their activities at the Washington DC meeting:

Joan Laredo-Liddell reported on the activities of the Society Committee on Education (SOCED). The committee reviewed and updated the activities of the High school Chemistry Club pilot program. Joan volunteered to be on the committee to update and review a 1984 report entitled “ Guidelines and recommendations for teaching of High School Chemistry”.

Dr. Yorke Rhodes reported on Local Section Activity Committee(LSAC).

Dr. Ronald P. D’Amelia reported on the Committee on Economic and Professional Affairs (CEPA). The committee continues to collaborate with the ACS Department of Career Services to enhance career services at the National and Regional meetings. Dr. D’Amelia presented a report on the Hack Scientific Foundation Second Career Chemistry Teacher’s Scholarship. The Hack Foundation is providing 6K a year for chemists interested in pursuing a masters degree in education and /or a HS teacher certification. The requirements for the scholarship and the application process are spelled out at them Hack foundation’s and CEPA’s web site. The committee also has been working on a number of initiatives to address globalization. The committee prepared a report on the dispersion of Chemistry as a discipline, and voted to recommend that the Board appoint a task force to assess this issue and its potential on ACS and the profession. CEPA addressed other member needs, including issues for retirees and a online career workshops. The latest version of the Chemical Professional’s Code of Conduct was submitted for Council review

This is my ninth year as Chairperson of the Councilors Coordinating Committee and I am pleased to report that the committee as usual did an outstanding job this year
