2007 ANNUAL REPORT FOR THE COUNCILOR COORDINATING COMMITTEE

The Councilor Coordinating Committee (C3) consists of all Certified Councilors and Alternate Councilors for 2007.

There were two National ACS meetings held this year: one was held in Chicago, IL March 25 - 29, 2007 and the other was held in Boston, MA August 19-23,2007.

General Information:
In CY 07, the Councilor Coordinating Committee planned a joint meeting with the New York section Long Range Planning Committee. This meeting was to be a Web based conference call type meeting. All 2007 Councilors and Alternate Councilors were invited. The purpose of the joint meeting was to discuss in general terms our strategy for the next two ACS national meetings being held in New Orleans, LA on April 6-10, 2008 and Philadelphia PA on Aug 17-21, 2008. Several topics to be discussed were the Councilor Corner on the NY section Web page, the Annual report, MARM 2008 being held at Queensborough CC  and Travel reimbursement procedures. The most significant topic to be discussed was national committee assignments and how we as a NY delegation can achieve benefits for the NY section and its members. Although the conference call meeting did not take place. A physical meeting of members of both committees will take place at the NY section wide conference being held at St Johns University on Jan 19, 2008.
The “Councilor Corner” link on the NY section web page contains all the important Councilor activities from both ACS national meetings held in CY 07.

Summary of Activities for the Chicago Il Meeting:
We had full representation at this meeting. Richard Goodman attended the Council meeting in place of Pat Redden. All representatives attended the District 1 Caucus and Council meetings. The council meeting was held at the Sheraton Chicago hotel. In addition, many of our representatives attended the Local section Officers and Tour Speakers reception held on Tues afternoon. The ACS council dealt with several major issues important to all ACS members. The council voted to set the member dues for 2008 at the fully escalated rate of $136. Each year the council approves member dues as authorized in the bylaws. The committee on Nominations and Elections presented to Council four nominees as candidates for President-Elect. Two candidates: Thomas Lane and Howard Peters were voted to stand for election in the Fall National elections. Below are the reports given by the councilors based on their activities at the Atlanta meeting:

Dr. Ronald P. D’Amelia reported on his activities on CEPA and his involvement with the development of the CEPA Operations  Manual and the Alternate Route to High School Certification Program. Dr. D’Amelia has been appointed as Task force leader for the CEPA operations and organization manual.
Dr. Neil Jespersen as chair of the Committee on Committees (ConC) reported on the activities of reviewing committee functions.
Dr. Yorke Rhodes reported on the activities of the Local Section Activities Committee (LSAC).  The major activity of the LSAC at this meeting was the review of annual reports from all local sections.
Dr. Anne O'Brien as District I director held her eleventh District I caucus. The agenda included the current council agenda items and any other issues within the region.
Dr. Donald Clarke gave a report on the Nominations and Elections committee. The movement to have national help with electronic voting has gain support in spite of decrease in funds.
Jean Delfiner reported on the Chemical Health and Safety Committee. The committee brought up the need for K-12 safety and working with NCW to update safety guidelines.
Joan Laredo-Liddell reported on her activities on the SOCED committee and the development of High School Chemistry Clubs.
Dr. Hiroko Karan gave a report from the Minority Affairs committee. There are lots of minority awards but few individuals are being nominated for them.

Summary of Activities from the Boston MA Meeting:
We had full representation at the Boston meeting. All councilors attended. All Councilors attended the District I caucus and Council meetings, both meetings were held in the Sheraton Boston hotel. The ACS society’s council met on Wednesday August 22nd to hear reports on the activities of the society’s committees, and to select candidates for certain committees. As is standard at fall national meetings, the council elected some members to the Committee on Committees, the Council Policy Committee and the Committee on Nominations and Elections for 2008-10. Yorke Rhodes was elected to the Council Policy Committee for the 2008-2010 term. The candidates for President Elect for 2008 were announced as well as Directors-at-Large.

At the Boston meeting the council voted to accept the petition on Local section Affiliations. The council received three petitions for considerations: Petition on Election Procedures for President-Elect and District Director, and the Petition on Membership Categories and Requirements: The 2008 national meeting registration fee for the 2008 national meetings increased ten dollars to $315.  Below are the reports given by the councilors on their activities at the Boston  meeting:

Joan Laredo-Liddell reported on the activities of the Society Committee on Education (SOCED). The committee reviewed and updated the activities of the High school Chemistry Club pilot program. Joan volunteered to be on the committee to update and review a 1984 report entitled “Guidelines and Recommendations for teaching of High School Chemistry”.
Dr. Yorke Rhodes reported on Local Section Activity Committee(LSAC).
Dr. Ronald P. D’Amelia reported on the Committee on Economic and Professional Affairs (CEPA): The committee continues to collaborate with the ACS Department of Career Services to enhance career services at the National and Regional meetings. Dr. D’Amelia presented a report on the Hack Scientific Foundation Second Career Chemistry Teacher’s Scholarship. The Hack Foundation is providing 6K a year for chemists interested in pursuing a Masters degree in education and /or a HS teacher certification. The requirements for the scholarship and the application process are spelled out at them Hack foundation’s and CEPA’s web site. The committee also has been working on a number of initiatives to address globalization.  The committee prepared a report on the dispersion of Chemistry as a discipline, and voted to recommend that the Board appoint a task force to assess this issue and its potential on ACS and the profession.
CEPA addressed other member needs, including issues for retirees and online career workshops. The latest version of the Chemical Professional’s Code of Conduct was submitted for Council review. The Council will vote on the Academic Professional Guidelines at the 2008 spring meeting in New Orleans.
The New York section was a ChemLuminary Award Finalists in Five Categories:
1. Outstanding Industrial Involvement
2. Best Activity or Program in a Local section stimulating Membership involvement
3. Outstanding Performance by a Local Section Very Large size Category
4. Best New Public Relations Program
5. Outstanding High School Student Program

This is my tenth year as Chairperson of the Councilors Coordinating Committee and I am pleased to report that the committee as usual did an outstanding job this year.
